Yes, some people know the Arduino environment here. Unfortunately, this forum is french speaking only.
But the official Arduino forum at forum.arduino.cc is mainly english speaking.

Yes, actually I should ask for help from arduino official forum.
I'm here to ask for help for my friend in France. He has brought a DSO138 Oscilloscope DIY Kit from a China store.
But he had met a problem that a capacitor had burnt inside. Any one has used this kit before?

As already mentioned, one is to use French in this Forum.
Secondly, each question deserves its own topic; your interrogations regarding arduino being answered, feel free to open a new topic related to your oscilloscope. Should it not be in (even broken) French, it would be closed, as this one is now.
Should it be more to your liking, many forums are edited in English; Google's thy friend.
